Develops solutions to continuing problems in the quality of work and operating effectiveness and takes or recommends necessary corrective actions. Plans and directs facility law enforcement and security operations Develops local policies and implements corrective procedures to alleviate identified physical security problems. Participates in major and minor construction projects during all phases of the project (design review construction activation etc.) to ensure VAs physical security requirements are properly met and support VAs safety and security goals. Conducts physical security surveys and vulnerability assessments on schedules set-forth by VA. Responsible for establishing Memorandums of Understanding (MOUs) with law enforcement agency executives responsible for the jurisdictions in which VA has facilities. Serves on various facility committees such as but not limited to the Accident Review Board Administrative Executive Board Executive Leadership Board Environment of Care Committee Safety Committee Construction Safety Committee Emergency Preparedness Management Committee Disruptive Behavior Committee Workplace Violence Committee Employee Threat Assessment Group and others as assigned. Plans coordinates and delivers any necessary law enforcement or security training for personnel outside the service. Performs assignments that advance the departments public safety strategies in comparison to technology investments. Responsibility for the protection of the civil rights of all individuals while on VA controlled property and the preservation of a peaceful environment requisite to the delivery of medical care and other services. Manages procurement and accountability of equipment used by and assigned to police service. Responsible for the Firearms Program at the facility level ensuring that critical elements of the program are met i.e.; weapons training certification inventory control of weapons and ammunition and supporting supplies. Qualifications To qualify for this position applicants must meet all requirements by the closing date of this announcement 11/07/2022. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the announcement. Examples of specialized experience would typically include but are not limited to: Knowledge of security and law enforcement practices and policies; Technical expert knowledge of multi-layered security systems to advise facility management on improvements or additions to existing systems or in the ordering of new security systems; Functions as a technical expert to complete and oversee assignments requiring the application of theories and development of solutions to complex security problems; Knowledge of to plan for and minimize active threat situations as well as deescalate encounters with weapons carrying. SPECIAL REQUIREMENTS: Must possess a valid state drivers license (in the State they reside) to operate government owned/ leased vehicles. Must display operational skills and proficiency in handling firearms and other agency approved weapons. The position is required to achieve and maintain qualifications with agency approved weapons commensurate with assigned duties and responsibilities. The position must maintain sufficient physical fitness to perform during emergencies and qualify with the firearm issued and required to carry while on duty. This position authorizes the position to carry a firearm. The position must meet the standards prescribed in the Lautenberg Amendment (PL 104-208) to the Gun Control Act of 1968 (18 USC 922).
